CHEVY PART QUESTION, ATTACHED TO THROTTLE LEVER.

2000 Chevrolet Tracker • 4 cylinder 4WD Automatic • 140,000 miles

There's another cable no longer attached to the throttle lever on my 2000 Chevy Tracker (4WD, 2 door, 2 liter engine) and I would like to know what it is, what it does, and how to replace or repair it it.

The part sits below the throttle cable. When I open the hood, I can see the loose cable and the empty housing where it should sit in the plastic throttle lever. Any help identifying this part would be greatly appreciated. I've linked below to some photos of what I'm talking about. I probably also chose the wrong topic category, so sorry about that.
