What is the temperature gauge supposed to mark after the car has been started for about 20 mins because it only moves up to like one spot and doesn't move from there. The weather where I am is about 30-40 degrees Fahrenheit.

The temperature needle should be straight up in the middle after 10 min.

You either have a stuck open thermostat or a bad temperature sensor.

The thermostat should fully open at 195 degrees F. Usually, the needle is centered on the gauge at or around that temp.
