My 1999 VW passat makes a light screaching noise while I'm driving towards the wheels. When I come to a stop, it starts to rumble and skip before It comes to a complete stop.

So the screaching noise changes when you step on the brakes?If so then I would do a brake inspection. Thats the first thing I would do is make sure the brakes arent worn out or metal to metal.
