99 volkswagon passat 1.8L turbo no start no crank
I had a 99 volkswagon passat 1.8L turbo towed to my job yesterday with a bad starter.the vehicle would not turn over at all but dash lights work perfectly. I took out the old starter and tested it outside of the vehicle and found that it was locked up. I replaced it with a new one but the vehicle still will not turn over. I have checked the fuses, relays wires going from the ignition switch all the way to the starter and all the proper wires have power to them, i also checked the neutral safety switch and it also has proper power supply to it. One of the yellow and black wires on the ignition switch has power in the on position and no power in the crank position but the relay is clicking. Does anyone have any suggestions on what other steps to take to repair the no start no crank issue?

Is there power going to the solenoid terminal while in the crank position?
