Rear passenger wheel is locked like the ebrake is still engaged

I changed front pads and rotors, car was on jack stands. after finishing i disengaged the ebrake to take it for a spin, when i put it in reverse at idel speed the car would not move. i jacked up the rear to find the passenger sid rear wheel will not move freely

Sounds like the parking brake cable is rusted and stuck in the partially applied position. Look at the cable right in front of the right rear wheel where it exits the casing. If about 1/2" of it is shiny, it's pulled out and not retracting freely. By flexing that casing, the cable might release under spring pressure.
