Timing belt

I have a 1999 plymouth voyager 2.4. The timing belt broke. putting one back is tough, is it suppose to be so tight that I need a praying tool to get it too fit. the belt tensioner is pullback. i checked at two different auto stores and the belt size is good. but it seems small. or is there a technique to do it?

Yes, all the slack has to be pulled out of it toward the tensioner. It's not a loose fit.
