Speedo and fuel gauge fault. engine wont turn off

my 106 quicksilver 1999 has a few problems with the dash as my fuel gauge says empty when there is fuel in it and when i turn the key the speedo shoots upto 70mph and when the engine starts it jumps to 140mph. and when the engine is turned on i can remove the kep and the engine will keep running
help please!!
