1999 Jeep Cherokee Repair Question

99 Jeep Cherokee Sport w/ 4.0L Automatic, No instrument panel, No spark, Engine rolls over fine.
1. Checked fuses - ok.
2. Swapped relays around - no change.
3. OBD II scanner would NOT communicate. Unable to pull error codes.
ECM?

Could be a problem with the headlamp switch, for No Spark-Do below
No snapping blue spark continue to troubleshoot the ignition system-power input to the coil/coil packs,coil's resistances,cap and rotor,distributor pick-up coil, ignition control module, cam and crank sensors and computer Note: If it doesn't apply disregard it and keep testing
