1999 hyundai elantra is not starting. Wont click and headlights dont work but dome lights work

Have you checked main fuses under the hood? Also, are there any other electrical components that work other than the dome light?

We have checked the fuses under the hood but some of the fuses we couldn't tell if they were blown or not. Only the dome lights work. Ding sounds when door is open and key is in ignition. We think it is the fusible link but we don't know where the fusible link is to replace it. Thank you so much!
