1999 Honda Civic Antenna stuck in

We bought this car from original owner last fall. Antenna doesn't seem like it's ever been up. Can't get it out either. Any ideas without breaking it off?

If its electric, replace it. If its manual, then get some pliers and slide it out. No other choice. Pull it out enough to put some thin oil down in around where it comes out and move it in a out in tiny strokes to work in the oil then pull. If it breaks then replace it. Theyre notorious for this, and breakage is all too common
