INSTRUMENT PANNEL NOT WORKING

I was changing the AC control and ripped the wires that connect to the car clock beside the emergency lights button. It caused a shortage and now the instrument pannel isn't working. So I don't know how fast I'm going or how much gas I have. The power on my windows and door locks aren't working and also the bottom half of the passangers fuse box doesn't have power running thru. I've tried connecting wires from the top fuse to the bottom fuses ( the ones that don't work) and my windows worked and my power door locks worked too but it was direct so it worked with my car on and off. I need help asap, this is really frustrating.

I have a 1999 Pontiac Montana, and had to replace a blown Maxi fuse for the ignition, it started up after replacing it but upon starting agin it blows the fuse again....why?
