Stuck in park

my 1999 jimmy envoy is stuck in park and my brake lights stay on even when the vehicle is completely off

Check the brake light switch. The problem sounds like that is where it is coming from. The switch is what actuates the park lock solenoid. IF the brake brake light switch is what sends the signal. If the lights are sticking, something is shorted.
