1999 Ford Ranger Repair Question

Will not start on its own but will with ether

Does anyone have any suggestions 99 ford ranger will not start on its own you can spray it with ether it will start and run until you shut it off it just has a little bit of high idle and will not switch gears unless you do it manually and then you can still only get 1st and 2nd. The dealer says there is a short. Where would you start looking at for a short

does it have any codes in the system??

what is the fuel pressure???

Fuel pressure is 55 and no codes

Also the dealer said there's a short because when he would plug scanner tool to truck it would say turn on key and he said the key was on

start with power and grounds to the ecm.
