Have you checked for vacuum leaks?

What kind of vac leak and how

You have two ways to check vacuum. If you have a vacuum gauge, simply attach it to a vacuum supply on the engine. It should read around 17lbs at an idle.

Also, you can spray carb cleaner on and around the vacuum hoses and the intake. If there is a leak, the engine's RPM's will increase. Just be careful. Carb cleaner is flamable and can catch fire. Have a fire extinguisher near by.
