problem with my truck

I have a 1999 ford f-150 lightning and when i start my truck the boost gage does not move and the truck makes a whining noise. While driving the and giving gas the boost gage moves but the whining noise still continues. Also when i went to clean the air filter there is thick black oil around the plastic cover. What could be causing the problems?

It sounds like maybe you have a hole in the boost gauge line. The whining noise might be the sound of air escaping through the line.
As far as the oil in the air filter housing this could be several things. It is most likely related to the turbo though. Maybe leaking turbo seals.
