99 f150 has a front and rear driveshaft. What are you referring to? The axle shaft? Front or rear?

Oh sorry I mean the front cv joint is bad on my driver side and when I drive my steering wheel wobbles and when I turn right it pops and tightens up so it is broken and I can't drive on it and an I make it work like a two wheel drive

Shaft, if it is a solid shaft, no, it cannot be driven without it. If it is a shaft with inner and outer cv, yes it can but you need to put a dummy outer cv joint in to prevent damage to the hub

If you mean by solid shaft a straight axle then no my truck is independent suspension so there is two cv shafts on either side of the 4x4 box

Ok, then you need to get a dummy outer so you can support the hub
