My 1999 explorer sports gas gauge keeps moving up and down when going up and down hills, and moves sometimes when im just crusing on level ground and seems to be getting worse fuel economy, what could be wrong?

Most likely its a worn/failing fuel sending unit.

Same issue on mine its a common Ford issue. It's a bad fuel gauge in your tank. It won't hurt your vehicle but you will never know exactly how much you have in your tank :p quite frustrating sometimes
