99 escort starter clicks, doesn't run. starter & battery ok cable ohm good, motor not locked. also noticed tach is pegged over and moves back to 5000 when trying to start

no start no crank ?
check starter and relay
place shifter in N position and try
check for power at the starter

starter has power when cranking, sounded like it was trying to turn, it started to smoke a little. manually turned motor and flywheel was moving and gears look good. had starter checked at autozone ok.

IF BATTERY OK AND OU HAVE POWER AT THE STARTER
I WOULD SUSPECT A BAD STARTER
