1999 Ford E-Series Van Fan noise for A/C-heater

When I turn on the a/c or heater the fan used to control air flow makes a loud noise as if its off center and hitting the sides. How do I fix that problem? Where is it located? It sounds like it is right behind the controls in the center console

It sounds like either the blower motor has gone bad or the fan itself is loose and is rubbing the sides. I believe on a 99 the blower motor is under the dash on the passenger side. Have you checked there?
