I have a 1999 ford windstar that is getting codes for system lean bank 1 and bank 2 I have cleaned the mass airflow sensor do I need to replace it or oxygen sensors

No, you need to look for a vacuum leak. Listen for a hissing noise and try to follow it to it's source. They are notorious for sucking holes through rubber fittings and hoses.
