Harmonic Balancer

The rubber between the inner & outer rings for the Harmonic Balancer went bad on my 1999 Dodge Ram 1500 5.9L. Is there a certain position the new balancer needs to be at while installing, as the weight is obviously not even all the way around the ring?

Side question - Is there a gasket/seal that goes on the shaft of the balancer prior to installation? I have not pulled the old one off yet, but there is not one on the new part.

The seal is inside the front cover. Just slide the new balancer on. There is a key way slot in the crank shaft and in the hub of the new balancer. It can't be put on wrong.
