1999 Dodge Avenger Repair Question

My 1999 dodge avenger wont start the lights and radio comes on and there is enough gas in there. i have not had any promblems with starter but everytime i try to turn it it wont start and there are no noises coming from under the hood. what could it be?
I have a 4 clyd. the promblem is not the battery because all lights and radio comes on. When trying to start up there is no clicking or any noises that i hear. it was a rainy day today i have not have had any promblems with starter hesistating i just got this car

Sounds like you need to check the ignition switch-start here
