1999 Chevrolet Van Repair Question

Chevrolet Van Dashboard Problem
The dashboard needles jump around,&lights on dashboard flash on brake ect then the van will turn off at a stop sign. Sometimes it will start back up other times I have to get a jump? Also we hear something running like electrical?

Check ground connection at battery and ALT tested
