Why fuel gauge goes to full when you shut vehicle off
Replaced fuel pump had new wiring harness with it ,spliced it togather matched color of wires is it the ground wire?

no the hot lead to the fuel sender is grounded out somplace that normallydoes this, or the sender is bad.
