1999 Chevrolet S-10 won't start

O.K. As detailed as I can be, my stupid friend tried to replace the turn signal arm in my truck and now it won't start. He has wires chopped up and laying all over the ground. My boyfriend bought a new turn signal arm and now we are starting from scratch. We "DO NOT", (I cannot stress this enough) do not know what we are doing and have very little money to go on so a professional mechanic coming out here is out of the question. Thank God for you guys! Please help us get the wiring back in order and the truck started. I'll worry about the turn signal later.
When he cut the wires the truck would turn over but not start. It sounded like it was out of gas. People keep telling me about a security device. Help, please?

Try this first but yours may not have this type of security system. See pic you may have the diode type so if you have another key try that. Also wires are color coded so you'll have to let us know what wires have been cut so we can look it up whether it has to deal with engine or what. Pic shows procedure for resetting security. Don't ever let unqualified peole work on our vehicles they don't know sothey cut wires that don't need it. But think you know that now.
