No spark

Replace engine tried to start no spark from coil replaced coil, pickup coil and module. I get a code which is p1351, looked it up it says ign voltage. Checked voltage at every ign. Pig tail im getting 13 volts.
What wire on crank sensor do I check and whar wire do I check at PCM

Its a 5.7 P model laundry van. Also some times my scanner will read codes and sometimes not. Snap-on solas updated to 2012

I don't have the wiring diagram for this van-sorry-might want to inspect the reluctor wheel and the CPS resistances if its a magnetic type
