1999 Buick Regal Started Having Problems Sometime Ago Starts Fine Most Mornings

I started having problems sometime ago. It starts fine most mornings & drives fine. Once I turn it off it takes hours before I can start it again. Had new igintion install about year ago. New battery. I know it has a short somewhere
because dash lights do funny thing sometimes.Very aggrevating because if I have to go somewhere I can't turn it off because it won't start back up. I've had many answers but no help.
