1998 Volvo V70 overheating

Just replaced engine and transmission six months ago with rebuilt engine with 3 year warranty. Now car overheating. Went into red zone turned off air and it dropped back down but went up when stopped at light. Check fluid day before was fine but this time reserve tank bone dry. After letting it cool and adding fluid car started but started to over heat again. Is it the water pump? Would this be covered?

Start by checking the thermostat and try bleeding the cooling system and see what happens

We have no idea what's covered under your warranty. If the engine doesn't overheat at highway speed, you know the water pump is working. Everything you posted suggests the radiator fan isn't turning on. That's an electrical issue unrelated to the engine.
