How can i fix my headlights dashboard lights, and electric door locks on my 98 volvo s90?
All fuses are good, whats the problem? a section of the fuse box is dead, is hat the problem?

If a section of the fuse box is dead, definitely it would cause the symtoms described. There could be more than those you have specified.
Check the connectors under the fuse box for looseness and contaminations. Were all the fuses tested? If any is bad, it should be major fuses or fusible links.
