Fuel pump question

I recently had the fuel pump replaced on my 1998 Subaru Legacy (83,000 miles). Since this was replaced, I have heard a noise under the driver's side seat that sounds similar to fluid being pushed through a hose that is pinched or too small. I took it back to my mechanic and he said this is a normal sound and it should go away after awhile. I have also noticed that since this was replaced, it takes longer for the engine to start than it did prior (it turns over maybe 6-10 times before starting. Is this normal?
