1998 renault luguna 1.9 diesel sport,wont rev over 3000 rpm when driving.new air filter fitted. any ideas? thanks
Could it be the turbo ? in not what?

A mechanic can test Turbo boost fairly easly, just make sure that this is up to spec first and that the waste gate is not leaking pressure.
