1998 Mitsubishi 3000GT Repair Question

Mitsubishi 3000GT Battery Problem
When u turn key on to start there's power but won't crank,and the relay are the only one that clicks. One above the fuse box by the brake pedal,and the other is under the hood on the passenger side ?

Have the starter tested. Check for battery voltage to the solenoid when ignitiion switch is turned to crank position.
