1998 Honda Civic Power steering

When I accelerate from being parked, the car makes a whining noise. Once I get to a speed of 20 or 25 mph, the noise goes away. Fluid level is good - no loss of fluid that I can tell. Sharp turning to left or right, like to pull into a parking space, has not generated any problems. The noise happens only when I accelerate when car has been stopped or parked. Any suggestions?

It really cold be anything in the drivetrain maybe an axle or even a belt on car which recommended replacement is 60k for belt and tensioner. I fyou want take the belt off and see if it's still there. Just drive a short distance like takeoff won't hurt it.
