Power steering pump whine?

I have replaced the power steering pump on my 98 honda accord v6 and its still making noise

Is it making the noise as you turn the wheel or just sitting there idling?

It makes the noise at all times, I have replaced it twice and still makes it

Ok then I dont believe it the power steering then, how do you know for sure it the pump? Does it just sound like its coming from the pump? Cause it could be the tensioner pulley, timing chain tensioner behing the timing chain cover, or another pulley. It very easy to mistake a sound for another.

Ive taken it to two different mechanics and they both said it was the pump but I found this video which shows how to flush the fluid which fixed it :)
