1998 GMC Sierra. Air condition fan sounds like the fan is running strong but not bowing hard out of the vents?

Is it coming out the defrost instead?

Yes it's coming out of the defrost also!

That means you're having a problem with the mode door actuator mechanism. It's located on the left end of the HVAC housing. Check it while the system is running. It could just be stuck or bound up.
