What would cause a new serpentine belt to overheat/melt?

Serpentine belt broke/snapped while driving, causing battery to die as well. After replacing both, car drove fine for two days(approx.20miles of driving). But then on the third day, within a few blocks, hood went up in smoke. Taking a look at it, new belt appeared to have melted/overheated. Could not find the cause...

remove the belt and there will be a puleey locked up. could be water pump, ac compressor, tensioner, idler or alternator. one of them was the original cause for the first to melt.
