1998 Ford Explorer Repair Question

Ford Explorer Battery Problem
Battery is not charging. We had the altinater checked and they say it is ok. So bought a new battery. It still had to be jumped off. Some times the gauge shows that it is charging and sometimes it does not. What could it be

who is they???? what is the voltage at the battery with the engine running?? should be 14 to 14.5 volts
