1998 Ford Expedition Repair Question

If I press the brakes when the ABS light is off my 98 expedition will not stop. When the ABS light is on and I press the brakes it works. What is the problem?

It appears that when I press on the brakes when the ABS light is off my brakes will not work, but once the ABS light is on my brakes work..

Stop driving it and have the computer scanned for code/s-this is your start point-
