Dodge Ram shifting 2nd 3rd, sometimes wont shift

Have 98 dodge ram 1500, 4x4, with 5.2 auto. Will not change gears from 2nd to 3rd, just started this. Has 173,000 mi. Dont use 4x4. Fluid changed about 1,000 ago. Drive it 50 mi. A week. Just had new cat and o2 sensors done 3 weeks ago. Am thinking solenoid but not sure.

Don't overlook a sticking throttle cable if it still uses one going to the left side of the transmission.
