1998 Dodge Dakota Repair Question

Engine revs very high
If I barely tap the gas in neutral or park and let off of it, my engine revs up to 3000-4000 rpms and hangs there for 2-3 seconds as if I was still pushing the pedal. When it's in drive, I am getting extremely low power as well, it takes effort to get up a hill even if I floor the pedal, and the engine never revs past 2000 unless I am already going highway speeds. I have already posted about the power loss and was told it could be a plugged cat, but i just noticed this new problem today and believe it is related. Any idea what could be causing this, or is this another symptom of a bum exhaust system?

you may have a transmission issue . you need someone to road test the car to verify.
