Can fuel pump be temporarily disabled without opening hood?

Not sure if my car has been tampered with or not. I found a business card for a mobile mechanic on my windshield, car ran for 10 minutes with no problems, next time I tried to start it, would turn over but not start, battery fine. I called 'mobile mechanic' and he crawled under car near fuel tank, messed around under hood, car finally started - he said he didn't do anything, suggested we bring car to his shop to have fuel pump replaced. We declined, and car has started with no issues since then.

It seems like too much of a coincidence for car to stop working same day I found the card, and then magically start working again.

That is a strange thing to happen it is possible but would be hard to prove.Unless someone saw him messing with the car when he left the card on the windshield.
