Repeated intermittant overheating, won't run with serpentine belt on.

98 Lumina LTZ overheated. (Had been having intermittent problems with overheating. Changed radiator cap, thermostat, engine sensor, relays, top and bottom hoses). Now engine won't start with serpentine belt on. But does start with serpentine belt off and makes a terrible noise in engine. All pulleys moving easily as well as water pump. No water in spark plugs, no water in oil. Help Please!

That can't really be true. If the belt is having any effect whatsoever on the operation of the engine, then there has to be a pulley issue (or related component). That's the only thing you are adding wit the serp belt.
