1998 Chevrolet Blazer Repair Question

Chevrolet Blazer Fuse Problem
Battery drain. Gone through 3 batteries at this point. Checked RAP circuit with Amp meter there was no light on meter. How can this be fixed (can it be fixed) Can fuse be replaced or bypassed somehow. Please help Thanks!!!

While checking for an electrical draw, remove one fuse at a time to see when the draw stops.
