I have a 98 Cadillac and I have one low beam out. I have tried 4 different replacement bulbs but no repair. Is there a relay for each side or something I might be over looking

Both left and right uses the same low beam relay but they have separate fuses in underhood fusebox.

Did you test for presence of battery voltage at bulb (Yellow wire) when headlights are turned on?
