1998 Acura TL Repair Question

When i turn the ingnition,car wont start. but will eventually will.
When i try to turn on the car, nothing happens. will turn the key back wait 30 sec. and the car will start. what could this be? also just got the breaks done and at times it sounds like they are stuck while im driving and make a grinding noise. can you help me with this as well. thx

have the starter motor checked. it may have a bad spot in the starter motor
