1997 Volvo 850 brake rotor making scratching noise

I just got brand new brake pads and rotors. When I took the wheel off I found that a scratching noise was coming when the rotor was on. It does not happen when braking it only happens when the car is in motion. I am really hoping you can help me because the mechanic I took it to had no idea what was wrong with it.

Its possible there is rust build up behind your backing plate, and its rubbing against the rotor. Remove the rotor, and look for any shiny areas on the backing plate. This would indicate a highspot, and can be eliminated by hitting with a punch and hammer to flatten out.

Thanks for that I will have my mechanic check on that Monday morning. I really do need all and any suggestions to correct the problem due to the fact that I will be driving 500 miles to school.
