Pontiac Montana Rust Problem

When driving the steering wabbles, so much you can see the steering wheel wiggle back and forth. Sometimes after I turn a bit it is either worse or better (sometimes almost un-noticeable), but sometimes very afraid to be driving it. Tires look fine. There is much rust - could something have come loose or repairable (with all rust on rack).

First, have all steering components checked. Also, check tire condition for shifted belts. As far as the rust, I need to know what is rusted. If you could upload a pic of the rust, it would help.
