1997 Plymouth Breeze 2.0 4 cyl. Seems to just not have any power at all, it moves, takes a while to get up to 50-70 but even for a 4 cyl. It just feels WEAK. Am I mistaken or is this the way it was designed? Or what could be the issue? Fuel filter or something?

You sure the transmission is not slipping if not could be one of the following below

Oxygen sensor.
Catalytic converter.
Fuel injectors dirty/sticking.
Mass airflow sensor/Airflow meter.
Throttle position sensor.
Crankshaft position sensor
Knock sensor
Manifold absolute pressure sensor.
EGR Valve
Fuel pressure regulator leaking or defective fuel pump.
Fuel contamination.
Foul/defective spark plugs.
Open spark plug wires.
Ignition coil/Coil packs defective.
Incorrect ignition timing.
Cap and rotor.

Note:If it doesn't apply disregard it and keep testing.
