Radiator foam

I have a 1997 Montero, when I checked the radiator level I saw white foam in the radiator could this be a head gasket problem?

It could be a gasket problem or contaminations in the coolant.

Doe you have overheating or coolant losses issues?

When there is a depletion of coolant, air would get into the system and if there are any contaminations, it would foam.

If the recovery tank is depleting as well, then it is not a head gasket problem. If the recovery tank is overflowing, either the radiator cap is bad or there is a leak with the head gasket and pressure is building up.
