Leaking oil

Hi there

my jeep wont start. It is a 1997 2.5 turbo diesel. Maybe this is a battery issue?
But also when trying to start it left a leak puddle under the RHS drivers side near to front. And when inspecting under the jeep I found this oily pipe - looks like its leaking

Any ideas?

Well that's the radiator hose. What is problem? Crank no start? No crank? Fuel system be opened?

I think that is the turbo to intercooler hose.
